Foundations are non-profit organizations created by the initiative of one or more individuals or legal entities (called founders) for the management of a pool of assets that is transferred to them.

Any party interested in the registration, namely the representatives of the foundations, their attorneys-in-fact, lawyers, notaries, and solicitors.

The cost is established in Article 27-C of the Fee Regulation for Registries and Notaries.

Autonomous legal entities, freely established, with variable capital and membership, which, through cooperation and mutual assistance among their members, and in adherence to cooperative principles, aim (without profit motives) to meet the economic, social, or cultural needs and aspirations of those members.

A minimum of three citizens is required. The registration of the beneficial owner must be carried out in order to identify the individuals who, even indirectly or through third parties, hold effective control of the cooperative.

The law requires that an energy community be established as a legal person, typically in the form of an association, cooperative, or foundation.

There is no clear publicly available fixed cost figure, however the required steps needed are:

License fee to the Croatian Energy Regulatory Agency for the energy activity organization license: around 995.42 euros (mandatory administrative licensing cost),

A formal decision to dissolve the legal entity by its members or according to the provisions of its constituent act.

The initiation of dissolution procedures which may be a shortened procedure without liquidation if conditions are met or a full liquidation process.

Settlement of any debts, obligations, and distribution of any remaining assets according to the community’s statutes and Croatian legal requirements.

Notification and deregistration from relevant registers, including the energy activity license cancellation with the Croatian Energy Regulatory Agency if applicable.

The EGAC represents the members of the CSC (Collective Self-Consumption) and is responsible for managing day-to-day operations. Its tasks include:

-Managing daily operations, including the internal network (when applicable);

-Connecting to the platform of the Directorate-General for Energy and Geology (DGEG) and ensuring all necessary coordination;

-Acting as a liaison with the RESP (Public Electricity Network) and its operators, handling the distribution of production and the respective coefficients (when applicable);

-Managing energy surpluses, including their sale or other forms of utilization;

-Carrying out other tasks assigned by the self-consumers of the CSC;

-Drafting the internal regulations

Any of the members (individuals or legal entities) participating in the CSC can create or designate the EGAC. The EGAC must be registered on the DGEG platform.
